What is an open letter?

An open letter is a letter that is published as a pamphlet, in the press or in other media. Due to the form of the open letter, the recipient is often asked to make a public statement on the subject of the letter.

In the spirit of the author of Note 1, write an open letter to the police or building department in your city/town/district. Describe the issue to which you are referring. Explain your position on the topic. Appeal to the recipient in terms of your own position.
